Hard decisions have been made related to maintaining, cutting or or totally curtailing programs. The one unknown at the present time is the state's contribution to public education in Floyd. Supposedly, this will be known by March 13th but it is estimated the cuts will range from $1.6 to 2.1 million.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The draft budget shows real estate collection at the same level as the current budget. Based upon the grand total increase in the real estate valuation it appears that the the real estate tax levy will stay within the $0.44 or $0.45 per $100 valuation. Because of state cuts in education of $1.6 to 2.1 million to Floyd County and the BOS reluctance to increase local effort toward the schools, education in Floyd County will suffer. In addition without increased local revenue safety issues raised by the sheriff and commonwealth's attorney cannot be met, other constitutional offices cannot be supplemented and funding to many agencies that are vital to our well-being must be cut or eliminated. Finally, this budget is not addressing reduction of the debt the county incurs each year to keep the local government operating.&lt;br /&gt;&lt;br /&gt;How much longer can Floyd County make the minimum effort? This was a snowy, mixed precipitation day but typical of our current winter.&lt;br /&gt;&lt;br /&gt;I would characterize Tuesday as one of information gathering. Stephanie Murray-Shortt, Commonwealth's Attorney, said she is anticipating another $20,000 in cuts to her office from the state. This would necessitate her losing a part-time position in her office and would further hamper the efficiency and/or effectiveness of the office. Remember this office continues to deal with high profile cases that take a lot of preparation time.&lt;br /&gt;&lt;br /&gt;Sheriff Zeman stated that state budget cuts will have a drastic effect on his office and will compromise the safety of the citizens of Floyd County. By one proposal he could lose six deputies over the next two years leaving only three deputies working throughout the county.&lt;br /&gt;&lt;br /&gt;Carl Ayers, director of Floyd County Department of Social Services, spoke of the continuing rise in demand for Food Stamps and help with utility bills. Carl also made the BOS aware of a proposal in the state senate to regionalize departments of social services. This is modeled after the current Community Service Board set up. There was significant discussion related to state budget cuts and the impact on localities. These cuts will be the subject of more discussion as the BOS works to craft a new budget.&lt;br /&gt;&lt;br /&gt;Carl Ayers, director of Floyd County Department of Social Services, stated that demand for services from his agency (Food Stamps, Medicaid and TANF) was up 25 % in December, 2009 over December, 2008. He listed numerous areas where his agency is facing cuts.&lt;br /&gt;&lt;br /&gt;Don Thomas, an appraiser with Wingate and Associates, talked about the conclusion of the appraisal process. All real property in Floyd County is valued at $1.8 billion. An Equalization Board has been named and includes David Peters, Jim Richards, Judy Anderson, Monty Moran and Evelyn Janney. Meetings are scheduled for January 19th, January 22nd and February 1st for the purpose of hearing complaints of inequalities, including, errors in acreage. Meetings will be held at the Floyd County Administration Building and citizens must call (540)745-9354 to make an appointment.&lt;br /&gt;&lt;br /&gt;Dr.Terry Arbogast, superintendent of Floyd County Schools, stated that the December 1, 2009 unduplicated, special education child count was 324 (15.52 % of the school population of 2087).&lt;br /&gt;He also gave the BOS preliminary results of Fall SOL scores from Floyd County High School. These scores are excellent and reflect the hard work of all involved.&lt;br /&gt;&lt;br /&gt;Other actions or discussions of the BOS follow:&lt;br /&gt;1. On a 3-2 vote approved the Erosion and Sediment Ordinance.&lt;br /&gt;2. Bob Beasley (VDOT) said that lay-off notices were given to many VDOT employees including himself. The Hillsville office will also close on that date and then Floyd County will be part of a district that includes Montgomery and Giles.&lt;br /&gt;3. Maintained the way the Floyd County school budget is proposed, adopted and administered throughout the fiscal year.&lt;br /&gt;4. Set the hearing for the secondary road construction plan for March 9, 2010 at 7:00PM at the county administration building with a snow date of (2/11/10).&lt;br /&gt;5. On a 3-2 vote the BOS adopted a resolution that allows the county to borrow $900,000 from the Virginia Municipal League-Va. Association Of Counties loan program. This money will be used for purchasing fire and solid waste equipment . The initial payment and fees are in the current budget and will be a budget item through the length of the loan (2010). For the first 12 months the rate will be 1.73% and after 12 months 1.58%.&lt;br /&gt;&lt;br /&gt;Carl Ayers, Department of Social Services, stated that case loads are up 48% from last year for Medicaid and Food Stamps. Currently 1743 floyd County citizens are on Food Stamps. Energy assistance had 602 applications this year and reflects a 20% increase over 2008.&lt;br /&gt;&lt;br /&gt;It was announced that the Floyd County Health Department is closer to obligating a new space. The health department will be in transitional quarters until the new space is renovated.&lt;br /&gt;&lt;br /&gt;Dr. Terry Arbogast, Floyd County Schools, brought the BOS up to date on several initiatives. In September all schools went through an accreditation review, AdvancED. All schools met the expectations and responsibilities for accreditation without reservation.Dr. Arbogast also reported a current enrollment of 2086.&lt;br /&gt;&lt;br /&gt;The Erosion - Sediment Ordinance is on the agenda for January since additional details need to be worked out.&lt;br /&gt;&lt;br /&gt;I would like to pay tribute and thank Jerry Boothe for his many years of service to the BOS and to the citizens of Floyd County since this was Jerry's last meeting.&lt;br /&gt;&lt;br /&gt;The BOS adjourned until January 5, 2010 at the county administration building for reorganization at 6:00PM. This continues to be the governor's approach in meeting state budgetary shortfalls. I have asked that before formulating the 2010 county budget that the BOS meet with these officers to discuss office needs in order to maintain the level of services they are currently providing.&lt;br /&gt;&lt;br /&gt;Carl Ayers, director of Floyd County Department of Social Services, reported on the tremendous increases in demand for services (food stamps, fuel assistance, Medicaid, and child protective services). He stated that statewide DSS is "woefully underfunded and is failing. People are unhappy about not being seen soon enough."&lt;br /&gt;&lt;br /&gt;At 3:00PM there was a public hearing related to mandated changes in the county's Erosion and Sediment Control Plan. Approval of the plan was rejected on a 3-2 vote but will be on the agenda again in December for reconsideration. Sherrell Thompson, recycling coordinator, informed the BOS that no one wants glass (clear or colored). Montgomery County will take all glass at $32 per ton. For the next month Floyd County will continue to send clear glass to Montgomery and look at options for recycling glass.&lt;br /&gt;&lt;br /&gt;Dr. Terry Arbogast, Floyd County Schools Superintendent, had great news for the BOS. All five schools in Floyd County met the No Child Left Behind benchmarks of adequate yearly progress as did the Floyd County School division. Dr. Arbogast reported that current schoolwide enrollment is 2081.&lt;br /&gt;&lt;br /&gt;On Tuesday evening a public hearing was held at the county administration building related to the repeal of an ordinance passed in 1973 prohibiting hunting with a firearm within 100 yards of any primary/secondary highway in Floyd County. There is a current Virginia regulation by the Virginia Game and Inland Fisheries that prohibits the discharge of a firearm from the right-a-way of a public road. Three speakers spoke for the repeal and one against. On a  3-2 vote at the conclusion of the hearing, the ordinance was repealed.&lt;br /&gt;&lt;br /&gt;On Tuesday evening (9/15/09) the Floyd County Board of Supervisors will meet with the Floyd-Floyd County Planning Commission at 7:00PM at the county administration building. The purpose of the meeting will be to discuss revisions to the Floyd/Floyd County Comprehensive Plan. The motion in question passed at June 9th meeting related to direct billing of citizens of Floyd County for ambulance services by the rescue squad. It was determined that this action violates the policies of the Department of Health and Human Services. It is hoped , except for billing of non-residents for services, that the original intent of the motion can be accomplished by the following means: (1) waiving the additional billing for county residents with insurance and (2) having those citizens without health insurance complete a waiver. If we can only in the future remember to review the regulations or laws before we take such important steps.&lt;br /&gt;&lt;br /&gt;There were concerns expressed about the erosion of the base of the Confederate statue on the courthouse lawn; however, there were no solutions as to how to determine the cost of repair or how to raise funds for restoration.&lt;br /&gt;&lt;br /&gt;Floyd County has a local firearms ordinance that prohibits individuals from hunting with a firearm any game bird or game animal100 yards from any primary or secondary road. Donald Hart, president of the Virginia Association of Counties brought greetings to the BOS from VaCo. It is his goal as president to visit all 95 counties in the state. He particularly stressed efforts of VaCo to see that the General Assembly not pass unfunded mandates and to work for the equalization of towns, cities and counties.&lt;br /&gt;&lt;br /&gt;Carl Ayers, director of Floyd County Department of Social Services, told the BOS that he is submitting comments to be read at the public hearing at Wytheville Community College on July 1, 2009 related to the 13% increase in electric power rates. This rate increase on the back of a 19% increase last year is particularly hard on DSS clients and Floyd County citizens as a whole. Since written comments are due by June 23rd, a letter will also be drafted for the BOS related to the rate hike.&lt;br /&gt;&lt;br /&gt;Dr. Terry Arbogast, Floyd County Schools superintendent, brought the preliminary spring SOL test scores. These scores are excellent for all schools and are a tribute to the hard work of students, parents and all school personnel concerned.&lt;br /&gt;&lt;br /&gt;Dr. Arbogast also made the BOS aware of additional federal stimulus monies coming to the county in the amount of $730,516. This money is to be spent over the next two years and is specific to Title I Reading ($229,031), Title II($11325), Title VI-B (preschool $15,967) and IDEA (special education $474,193). He asked that this money be reappropriated to the school system and to be included in the FY 10 budget (school budget $21, 786, 471).&lt;br /&gt;&lt;br /&gt;A few months ago there was a discussion about the ambulance billing policy. A motion was passed to only accept the amount of money coming from private and public insurers. Effective June 9, 2009 there is to be no private billing or calls by billing companies to private citizens.&lt;br /&gt;&lt;br /&gt;Early on Tuesday morning Shannon Zeman, sheriff of Floyd County, appeared before the BOS to ask that $21,488 be restored to his budget. This reduction , along with cuts to several other programs was made in May. This was done in order to meet the required restoration of $65,00 + to the state coffers. Sheriff Zeman said the cut would compromise services and it would be difficult to retain part-time officers.&lt;br /&gt;&lt;br /&gt;At the end of the day, when considering the overall FY 10 budget, fund reductions came up again. Several ideas were floated to restore funds to offices, including the sheriff's department, but none were approved. In the end the BOS adopted a budget  in the amount of $31,538,458 and approved the real estate tax rate at $.55 (no change from 2009).&lt;br /&gt;&lt;br /&gt;The meeting was adjourned until June 29, 2009 at 7:00 PM at the Floyd County Administration Building. The BOS wrestled with budgetary issues, mainly those state reductions to localities for 2008-09 and 2009-10 in the amount of $65,688 for each year.&lt;br /&gt;&lt;br /&gt;Dr. Terry Arbogast, Superintendent of Floyd County Schools, discussed the school system's plans for alternative education. There will be programs at the secondary level for those students who are academically behind, for those who are long-term suspended and for at-risk eighth graders. In addition Dr. Arbogast shared with the BOS the outstanding results of the 2008-09 SOL writing tests.&lt;br /&gt;&lt;br /&gt;On a 4-1 vote the BOS approved the agreement between the BOS and the Floyd County Humane Society. This agreement goes into effect June 1st and initially volunteers will be at the animal shelter on Saturday mornings.&lt;br /&gt;&lt;br /&gt;The BOS learned that Ernest Bryant is leaving the Floyd County Planning Commission. He has served on this commission for 24 years, many years as chairman, and has given invaluable service to Floyd County. Terri Morris reported to the BOS that we are 75% through the fiscal year with the general fund at 71% and expenses at 72%. In other words we are exactlly where we need to be budget-wise.&lt;br /&gt;&lt;br /&gt;Carl Ayers, Director of Social Services, gave the final numbers on energy assistance.There were 518 fuel applications, an increase of 17% over 2008. In March there was a slowing of food stamp and TANF applications.&lt;br /&gt;&lt;br /&gt;Dr. Arbogast, Floyd County Schools superintendent, gave the BOS a copy of the school board, approved school calendar for 2009-10. Dr. Arbogast discussed the state graduation rate with the board. Floyd County High School meets state and national standards with an on-time graduation rate of 82.7% (students graduating with an advanced or regular studies diploma). Dr. Arbogast stated that "the goal is to graduate everyone."&lt;br /&gt;&lt;br /&gt;Bob Beasley, VDOT, shared with the BOS the 6-year plan for road construction in Floyd County. There will be a public hearing on this plan on Tuesday, May 12th at 7:00PM at the Floyd County Administration Building.&lt;br /&gt;&lt;br /&gt;Other information brought before the BOS follows:&lt;br /&gt;1. Mike Maslaney made the BOS aware of  the Earth Day program at FCHS on Saturday, April 18th beginning at 9:30AM.&lt;br /&gt;2. Don Johnson, representing the Floyd County Volunteer Rescue Squad, reminded the BOS that this is the fourth consecutive year the board has not contributed toward the purchase of a new ambulance.&lt;br /&gt;3. On a third motion motion $500 was approved as a contribution for the Floyd Town Jubilee scheduled for June 20, 2009. This money will come from the tourism promotion line in the county budget.&lt;br /&gt;4. The BOS  gave the Floyd County Sheriff's department permission to apply for a grant to fund one resource officer for the next three years to work in Floyd County's four elementary schools.&lt;br /&gt;&lt;br /&gt;A public hearing on Floyd County's budget for fiscal year 2010 was held on Thursday, April 16, 2009. The total budget is $31, 004,660 as opposed to 2009 at $31,995,860. The hearing began at 7:00PM and was over at 7:20PM. Final approval of the budget will occur at a later date; however, the bottom line cannot be raised above the amount stated ($31,004,660). I hope we have pretty much completed that process. For this budget cycle the goal has been to maintain county services at the previous year's level.&lt;br /&gt;&lt;br /&gt;Fortunately we have been able to maintain services and have a very small contingency ($104,00) in a budget of $31,004,660. There were not many action items; however, there was a full agenda for the day.&lt;br /&gt;&lt;br /&gt;Carl Ayers, director, Floyd County Department of Social Services, reported a continued increase in applications for energy assistance, food stamps, Medicaid and TANF.&lt;br /&gt;&lt;br /&gt;John McEnhill, president, Floyd County Chamber of Commerce, commented that 2009 is the 20th anniversary of the chamber and that it has 213 members. The chamber office is open six days per week and has approximately 90 walk-in visitors per month. He stated that the chamber web site received 18,864 visits in 2008.&lt;br /&gt;&lt;br /&gt;Some time was spent on landfill issues. The department of environmental quality (DEQ) is concerned about the discharge of organic compounds from the closed facility. No levels of discharge have been detected since 2006 but DEQ would like to see additional wells ($15,000 per well) drilled. There will be a sampling event in May, 2009 from existing wells. Mike Lawless of Draper-Aden addressed the BOS. He will monitor these activities, advise the BOS on future actions and help with appropriate communication to DEQ.&lt;br /&gt;&lt;br /&gt;Dr. Arbogast, superintendent, Floyd County Schools, gave the BOS a draft of the 2009-10 school calendar. He also made the BOS aware of an academic opportunity for elementary students accelerated or advanced in mathematics. Countywide these students will be able to take algebra 1 second semester of seventh grade. If students meet certain criteria, acceleration will begin at the sixth grade level.&lt;br /&gt;&lt;br /&gt;Bob Beasley, VDoT resident engineer, reviewed the VDoT blueprint. Essentially it consists of three tenets:&lt;br /&gt;1. Representatives of Wingate and Associates, appraisal firm, talked about the upcoming reappraisal and sbsequent reassessment. State law dictates what assessors look at and how they will proceed. It is expected that the fieldwork will be completed by November, 2009 with public hearings to follow.&lt;br /&gt;&lt;br /&gt;Carl Ayers, Director of the Floyd County Department of Social Services, stated that due to current economic conditions, food stamp applications are up 10% over last year and applications for energy assistance have surpassed last year's numbers. S-CHIP/FAMIS (childrens' insurance program) has been reauthorized by the U.S. Congress.&lt;br /&gt;&lt;br /&gt;Marti Holliday, representing the New River District Planning Commission and Workforce Development, invited BOS members to participate in community converstions (visioning Floyd 2020) at The Floyd Country Store on March 12, 2009 at 6:00 PM. This is also a great way for all of us to give input as to what we would like to see happen /accomplished in Floyd County in the next 10 years.&lt;br /&gt;&lt;br /&gt;Dan Campbell, Floyd County administrator, reported that he has met with representatives of the Floyd County Humane Society, Jerry Boothe and the animal control officer. Another meeting will be initiated but unfortunately it does not look like much will happen until a second animal control officer is hired.&lt;br /&gt;&lt;br /&gt;Tammy Lemons and John McEnhill gave the BOS an update on activities and changes within New River Community Action (NRCA). Tammy's new title is regional assistance coordinator but she will still be based in Floyd. A federal review of Head Start earned the program an A+ rating.  Demand for services from NRCA has greatly increased.&lt;br /&gt;&lt;br /&gt;David Rundgren, New River Valley Planning District Commission (NRVPDC), gave an overview of  conservation easements. He also talked about the PDC's help with revising Floyd County's comprehensive plan. This process is just starting and will look at all aspects of Floyd County development and planning.&lt;br /&gt;&lt;br /&gt;Dr. Terry Arbogast, superintendent of Floyd County Schools, discussed several items with the Board. These items follow:&lt;br /&gt;1. A Memorandum of Understanding between the Floyd County School Board and New River Community College has been executed. The purpose is to provide an off-campus alternative education site to teach students who have been long term suspended or expelled. There may be other students who will qualify on a case-by-case basis.&lt;br /&gt;2. Dr. Arbogast discussed the impact of projected state budget cuts. He said his goal is to protect every staff position but, currently, does not know the revenue stream from the state or from the federal stimulus package.&lt;br /&gt;3. Dr. Arbogast announced that a foundation, Floyd County Public Schools Foundation, has been established. This foundation will have a board of directors (nine members) and donors can earmark money for certain projects/causes or just donate to the school system.&lt;br /&gt;&lt;br /&gt;Lee Chichester and Martha Sullivan from The Jacksonville Center received permission from the BOS to apply on the Board's behalf for a grant from the Virginia Commission for the Arts.&lt;br /&gt;&lt;br /&gt;By consensus the BOS recommended that David Ingram, Dan Campbell and a community representative meet with  U.S. Senators Warner and Webb as well as with Rep. Boucher in preparation for Floyd County to receive federal stimulus money.&lt;br /&gt;&lt;br /&gt;There will be a Floyd County Board Of Supervisors planning retreat at the Floyd Country Store on February 28, 2009 beginning at 9:00 AM.  As with all BOS meetings, this gathering is open to the public. The first meeting was an organizational meeting held on Tuesday evening, January 6, 2009. At that meeting David Ingram was re-elected chairman of the BOS and Jerry Boothe was elected vice-chairman. The meeting date will continue to be the second Tuesday beginning at 8:30 A.M.&lt;br /&gt;&lt;br /&gt;On January 13, 2009 the Floyd County Board of Supervisors met at the county administration building. Wendell Peters, clerk of the circuit court, addressed the BOS concerning budget preparation and the increased workload in his office. For example, criminal cases are up 19% and applications for concealed handguns are up 77 %. He said that a 10% cut in his budget would be a hardship and some functions would have to be curtailed. He asked the Board permission to carry over approximately $28,000.&lt;br /&gt;&lt;br /&gt;During the public comment time five individuals from the Floyd County Humane Society spoke to the BOS. They essentially asked the BOS to reconsider the involvement of the humane society at the animal shelter. Later in the meeting, Jerry Boothe requested that the humane society involvement be brought back for discussion. A committee consisting of Dan Campbell, Jerry Boothe, Cathy Shaut, another member of the humane society and the animal control officer will meet to work through suggestions and concerns. A report will be made to the Board in February.&lt;br /&gt;&lt;br /&gt;Carl Ayers, director of the Floyd County Department of Social Services, highlighted agency activities:&lt;br /&gt;1. Energy assistance--518 applications (15% increase over 2007), with average household benefit of $553.48.&lt;br /&gt;2.Medicaid--1844 (unduplicated count) individuals served.&lt;br /&gt;3. Virginia is cutting the State, Local Hospitalization Program (SLH)--loss of $70,000 to Floyd County.&lt;br /&gt;4. No suggested changes in the Comprehensive Services Act.&lt;br /&gt;5. DSS not slated to lose positions.&lt;br /&gt;&lt;br /&gt;Dennis Anderson, forester, gave the BOS a heads-up as to gypsy moth infestation. He said there are no government programs as to spraying or cost sharing. The third year of infestation has the greatest effect on the tree but this is cyclical. He said the process follows a natural ebb and flow.&lt;br /&gt;&lt;br /&gt;Dr. Terry Arbogast, Floyd County Schools' Superintendent, stated that the current enrollment is 2,046.5. He also gave the results of the Fall 2008 SOL Tests (FCHS). These excellent scores are from half the student body (the other half will test Spring, 2009) and the pass rate ranges from 79% to 98% per subject area.&lt;br /&gt;&lt;br /&gt;Bob Beasley, VDoT Residency Coordinator, continues to see budgetary constraints on the state transportation system as very serious. Possibly a federal stimulus package will create jobs and improve the interstate highway system. Currently there is a public hearing in Floyd concerning Floyd County roads on the evening of February 10th at the Floyd County Administration Building.&lt;br /&gt;&lt;br /&gt;Other items before the Board are as follows:&lt;br /&gt;1. A letter from Charles Poindexter, member of the House of Delegates representing Floyd County, requested that the Board suggest state mandates that can be eliminated /suspended temporarily.&lt;br /&gt;2. Donald K. Thomas of Wingate Appraisal Service was appointed to serve as Floyd Count's professional assessor.&lt;br /&gt;3. Korene Thompson, town manager of the Town of Floyd, gave an update on progress  toward completion of projects.&lt;br /&gt;4. Kenny Bartlett, Steve Love and Myra Grim reported on rescue squad activities.&lt;br /&gt;5. Dan Campbell, Floyd County administrator, received two bids from providers, Anthem and Local Choice. Anthem's bid was 17.8 % above 2008. The decision was made to switch to Local Choice (Anthem is still the provider and the program is managed by the state of Virginia). The county contribution per employee will be $400 (includes dental care).&lt;br /&gt;&lt;br /&gt;Korene Thompson, Town of Floyd manager, gave an update on projects in the town. There are many projects and opportunities for citizen involvement. Particularly, there is a great need for volunteers to work with the Partnership for Floyd/Town of Floyd on the Warren G. Lineberry Memorial Park development.&lt;br /&gt;&lt;br /&gt;Woody Crenshaw and Pat Sharkey gave a presentation to the BOS on"Round the Mountain." RTM is a marketing effort to designate artisans, musicians, instrument makers, farms and supporting businesses and bring the customer to them. It is similar in concept to "The Crooked Road" but is even more extensive. Economically, RTM is creating many new jobs in our area.&lt;br /&gt;&lt;br /&gt;Dr. Terry Arbogast, superintendent of Floyd County Schools, reported several achievements of the school system and its students. At Floyd County High School over 93% of eighth graders and over 97% of 11th graders passed the fall writing SOL. In addition, the number of students graduating on time from FCHS with a regular high school diploma is above the state average.  Dr. Arbogast also stated that he will know the financial impact of the governor's budget after 12/17/08.&lt;br /&gt;&lt;br /&gt;The public hearing for the 6-year plan for Floyd County roads will be on 2/10/09  at  the county administration building at 7:00 PM. with an inclement weather date of 2/17/09.&lt;br /&gt;&lt;br /&gt;Once again the BOS considered the memorandum of understanding with the humane society. Only David Ingram and I supported the MOU. It is very troubling to me that this agreement&lt;br /&gt;was not approved. Carl Ayers, director of the Floyd County Department of Social Services, said no more cuts are expected this year; however, a deeper (15%) cut will be made in 2009. Bob Beasley, VDOT residency administrator, reviewed "A Blueprint--VDOT Response to a Declining Economy."This document speaks to VDOT scaling back activities with safety as the first priority across the Commonwealth; however, services will be reduced and probability is that road conditions in the future will not be as good as they are today. Northern Virginia and Tidewater have the bulk of the traffic and much of the remaining monies will be focused on those areas. This is not good news for Southwest Virginia and, particularly Floyd County, where roads are substandard or below.&lt;br /&gt;&lt;br /&gt;No action was taken by the Board to change what is currently in place in regard to the vehicle license/decal fee overlap. A discussion of the matter revealed it is almost impossible to do an abatement because of various contingencies. I asked that the fee for 2009 be reduced on a one time only basis. No action was taken on this suggestion.&lt;br /&gt;&lt;br /&gt;A Memorandum of Understanding between the Floyd County Humane Society and the County of Floyd was reviewed. During the public comment period a citizen addressed the issue of the vehicle license fee and the four month overlap (December 15th-April 15th) in fees. Later the BOS discussed this issue with the Treasurer and the Commissioner of Revenue. Although this is a one time problem and the ordinance says no proration of fees, this item will be back on the agenda in November hopefully for a resolution.&lt;br /&gt;&lt;br /&gt;The business plan for the Floyd Community Wellness Center Project was submitted to the Board as information. Three to five acres are needed for the center. The center is interested in property that is owned by the BOS that is located in the old industrial park.&lt;br /&gt;&lt;br /&gt;Carl Ayers, Director of the Floyd County Department of Social Services, stated that state budget cuts will not have impact on local programs at present. With the current economic situation, DSS has the greatest increase in request for services since 2005. DSS will be accepting applications for heating assistance (average benefit $244) through November 10th.&lt;br /&gt;&lt;br /&gt;Dee Wallace, representing Trails in Floyd, presented a proposed memorandum of understanding between Floyd County and Trails in Floyd. There are still several wrinkles to be worked out and Trails will continue to be an agenda item.&lt;br /&gt;&lt;br /&gt;Dawn Barnes, Virginia Cooperative Extension, informed the BOS that hiring the 4-H position for Floyd has been placed on hold. She asked that Floyd County consider increasing its commitment to this position. The request is  for Floyd county to contribute 40% of the salary (Floyd has been contributing 33.34%). She implied that Floyd County will have a better chance of getting an agent if this is done. The Board did approve increasing hours for existing personnel in order to provide 4-H activities during the interim without an agent.&lt;br /&gt;&lt;br /&gt;Other business before the Board included the following:&lt;br /&gt;1. Approved a proclamation making October Poverty Awareness Month.&lt;br /&gt;2.Set a public hearing for 11/18/08 @3:00PM on plan to change the name Industrial Development Authority to Economic Development Authority.&lt;br /&gt;3. The main issue involves the fact that the local license tax was applied to vehicles "titled" in the county as opposed to vehicles with a current registration and license plate. To correct the problem the treasurer will utilize a state DVM list of registered and licensed vehicles in order to remit the license fee for vehicles that are "titled" only. Customers will not be charged the local license fee for vehicles that are not registered/licensed  for operation on the streets and highways of the county. If a customer has already made payment on a"titled" only vehicle then a refund will be provided.&lt;br /&gt;&lt;br /&gt;A &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;second&lt;/span&gt; issue involves vehicles that were sold during the year. Volunteerism takes many forms---serving on boards or committees, distributing groceries through food banks in churches, volunteering for fire and/or rescue squad, and giving transportation for doctor appointments or treatments. With the cost of fuel volunteerism is becoming much more of a sacrifice; however, our citizens do not seem less willing to serve.&lt;br /&gt;&lt;br /&gt;&lt;p&gt;Although government involvement is needed to regulate citizen participation in some areas, it should not be burdensome or delay implementation. Examples abound in Floyd. It has taken two years for amateur radio operators to develop an agreement with the county in order to be a back-up for emergency services. A committed band of volunteers stand ready to give time at the animal shelter to help solve problems related to unwanted dogs and cats. How long will it take to write the Memorandum of Understanding and get it approved?&lt;/p&gt;&lt;p&gt;Trails in Floyd, a volunteer group, is trying to develop a walking and biking trail around the Town of Floyd. In the future there are plans for more extensive trail systems. The Recreational Authority and the Town of Floyd have refused to hold the easement through the park and now the county has been asked to take that responsibility. Dennis Anderson appeared before the Board representing Trails in Floyd. This group has a grant of $6,000 to work on a one-mile loop of the trail. At issue is a request for the county to hold the easement for the trail through the park. Both the Town of Floyd and the recreational authority have refused to hold the easement. I am sure this issue will be on the agenda for October.&lt;/span&gt;&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;&lt;span style="font-family:Arial;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;p&gt;&lt;span style="font-family:Arial;"&gt;Marty Holliday made the Board aware of GED Day in Floyd County slated for 10/15/08. The Adult Education Center located near the water tank serves 40-50 people per year. Watch the &lt;strong&gt;Floyd Press&lt;/strong&gt; for more information about this event.&lt;/span&gt; &lt;/p&gt;&lt;p&gt;&lt;br /&gt;&lt;span style="font-family:Arial;"&gt;The BOS approved a grant that will initiate a pesticide container recycling program. John Vest, County extension agent for agriculture, will oversee this program which concludes on 12/31/08. Depending on the availability of federal monies, the grant may be available in 2009.&lt;/span&gt; &lt;/p&gt;&lt;p&gt;&lt;br /&gt;&lt;span style="font-family:Arial;"&gt;All agencies and local governments that receive state revenue are very concerned about state funding cuts slated for October or November. Both Dr. Arbogast, school superintendent, and Bob Beasley from VDOT alluded to these cuts. Mr. Beasley said he has prepared plans for funding cuts of 5%, 10% and 15%. He also said that the same financial difficulties are at the federal level and these cuts will have a definite impact on road projects.&lt;/span&gt; &lt;/p&gt;&lt;p&gt;&lt;br /&gt;&lt;span style="font-family:Arial;"&gt;The BOS also took care of the following agenda items:&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:Arial;"&gt;1. Approved a Memorandum of Understanding (MOU) between emergency services and amateur radio operators and authorized Ford Wirt to sign it.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:Arial;"&gt;2. Approved a policy on Internet Use and Safety.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:Arial;"&gt;3. Asked Dan Campbell, county administrator, to continue to talk with Floyd Community and Wellness Center and with the Floyd County Humane Society.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:Arial;"&gt;4. Approved a contract with Wingate Appraisal for the general reassessment. Warren Brown of Faith Baptist Church, spoke in opposition to an ABC license application for Shooting Creek Farm Brewery. This microbrewery has plans to produce up to 10,000 gallons of beer per year and to have a tasting room. His comments centered on increased traffic on Thomas Farm Road, neighborhood opposition and safety issues related to the traffic. Pastor Brown also made the Board aware of a public hearing before the ABC Board in Roanoke on 8/13/08.&lt;/span&gt; &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;&lt;span style="font-family:verdana;"&gt;According to Carl Ayers, director of the Department of Social Services, there is a 17% increase in applications for fuel assistance over the last two years, a troubling statistic as winter approaches.&lt;/span&gt; &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;&lt;span style="font-family:verdana;"&gt;There was an excellent presentation to the BOS by Cathy Shaut and Darcie Luster of the Floyd Co. Humane Society. The focus of the presentation was to ask the county to partner with the society to make the animal shelter more accessible using volunteers to increase the hours of operation. Members of the Floyd Co. Humane Society said they are "here to help" by feeding animals and cleaning cages, photographing dogs for the website, increasing adoptions while reducing euthanasia. As a member of the BOS I found it refreshing to see such a committed group of volunteers offering their services to Floyd County.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:verdana;"&gt;Dan Campbell, county administrator, presented a plan to increase Floyd County's recycling rate (plan available at the county office). The rate must be 15% or higher according to DEQ.&lt;/span&gt; &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;&lt;span style="font-family:verdana;"&gt;Dr. Arbogast, superintendent of Schools, talked about school opening on August 21, 2008 and said that projected enrollment as of 8/12/08 is 2067.5. One disturbing piece of news, because of state budget shortfalls, budget cuts in November could impact the state's basic aid to education. Much of the time during the winter and early spring was spent on the budget process; however, plans were also being made for a Motor Vehicle Tax/Fee Ordinance Amendment and Transient Occupancy Tax Ordinance ( tax on motels, hotels and bed and breakfasts in the county--Town of Floyd already has this tax). After public hearings, advertisements and the usual tweakings, both of these measures were approved at our meeting on July 8, 2008.&lt;br /&gt;&lt;br /&gt;Early on Tuesday morning a request was made to spend $7934 for advertisements for Floyd County in two major publications that promote tourism. My motion to expend these monies ($30,000 budgeted for tourism) died for lack of a second. After learning that our web site linked to the publication received 3614 hits last year, the issue of spending the money was brought up again. My motion received a second and passed unanimously. It is hoped this action will lay the foundation for the promotions that will be possible from the Transient Occupancy Tax that will become effective on 1/1/09 (3% of the 5% tax must be spent on promoting tourism for Floyd County).&lt;br /&gt;&lt;br /&gt;On Tuesday morning there was a presentation on the Floyd Community and Wellness Center by John Getgood. This group is planning a center that will include a pool, gym, walking track and many other amenities. One reason for this presentation to the Board relates to land that the county owns in the old industrial park (near Hollingsworth and Vose) that would be a great location for the Floyd Community and Wellness Center.
